Who is the Chief Rabbi?

The head Rabbi for every generation is Moshe (Moses). God told Moshe write what I tell you word for word. Moshe, God's most loyal servant ever, gathered all his energy and concentration and wrote every word as God spoke to him. This holy book is the Torah, AKA the holy Bible.

In Pirkai Avos, the first mishna states that Moshe was given the Torah by Hashem. Afterwards, Moshe passed it to Joshua etc. Notice how the Hebrew Sages very first word of the entire Pirkai Avos is Moshe. The Hebrew Sages made sure that the generations to come understand that all of what we received, has come from God through Moshe. And any rabbi who does not recognize this fact is not a suitable rabbi. Any rabbi who contradicts even a letter of Moshe, should be relieved of his rabbinical duties.

I mentioned "Any Rabbi", and not just 'a Rabbi', to point out the clear message of the Hebrew Sages to us: Don't look at the politics used by Rabbis, rather focus on the foundation of the Torah - which is Moses. Only after saying Moshe Emet, can ve Torahto Emet be said. A Rabbi who has sailed away from Moshe, is preaching a New Torah, not HASHEM's Torah.
